MUMBAI TENDER FOR 340 E-BUSES
In India earlier this year the Department of Heavy Industry, under the Ministry of Heavy Industry and Public Enterprises, had granted the purchase for 5,595 electric buses to be deployed in no less then 64 cities. This as a result of India's FAME-II program to promote clean and sustainable public transport. Now Brihan-Mumbai Electric Supply and Transport Undertaking (BEST) has issued a tender for the supply and operation of 140 single decker AC electric buses and 200 midi AC electric buses for the city of Mumbai. The last date for the submission of bids is January 7, 2020.
The contract involves the delivery of the buses, operation and maintenance of the routes provided by BEST. The operator will be held responsible for providing drivers and charging infrastructure along with the needed electricity. The upstream infrastructure and the electrical connection of the power load remains the responsibility of the power distribution company. The contract will be valid for ten years from the date of commencement of commercial operations. The terms in the contract obligate the bidder to form a consortium with an electric bus manufacturer to ensure a smooth and successful execution of the project and that the bus manufacturer must have an electric bus manufacturing facility in India. Testing and certification requirements of at least one electric bus should be completed at a designated testing centre in India under Central Motor Vehicle Rules 1989. The buses are expected to operate daily between 18 to 20 hours and have a seating capacity of about 40 passengers for midi AC Electric buses and 60 passengers for standard AC electric buses. The buses should operate for 3-4 hours on a single charge.
The tender also prescribes that the bidder must have a minimum average annual sales turnover of more than $7.01 million. The maximum demand incentive available from the department of heavy industries (DHI) under FAME India Phase II is: Standard Bus, length 10 m to 12 m $77,752; Midi Bus, length 8 m to 10 m $63,615.
The BEST Undertaking provides Bus Transport within Brihan-Mumbai limits and also in Navi Mumbai, Thane and Mira-Bhayander areas. On an average 2.9 million passengers are travelling daily through 63,700 trips operated on 505 bus routes with the help of 3800 buses. The entire operation is managed through 27 Bus Depots, 51 Bus Stations and 112 Bus Termini.
