A GUIDING REPORT ON HOW TO IMPLEMENT ELECTRIC BUS SYSTEMS

The World resource institute together with the WRI Ross Center published a report about how to adopt electric bus systems in cities worldwide. According to the institutes the report utilizes in-depth case studies, clearsteps, and illustrative adoption paths, to provide not only a compelling vision of the future, but also a clear pathway to harnessing the air quality, climate, and other benefits of electric buses for a more sustainable future.

This report "How to Enable Electric bus Adoption in Cities Worldwide" was developed under the project “Transitioning to a zero-emission transport world through bus electrification” along with its sister report, Barriers to Adopting Electric Buses. The research was made possible by financial support of Germany’s Federal Ministry for Economic Cooperation and Development (BMZ).

WRI states that this report is based on lessons learned from 16 cities that are working toward electrifying their bus transit fleets. It provides background information on e-buses and offers a planning and implementation framework for cities with varying levels of experience in e-bus adoption. The focus of the researchers was on two key questions: What pathways have cities taken toward electric bus adoption? And what are the enabling conditions for electric bus adoption in cities?

In the report the researchers advice to plan and carry out electric bus adoption projects in a thoughtful way. They have divided the projects they researched in small-scale projects and mass adoption. For the small-scale projects they recommend five steps to follow with perhaps one of the most important: consider the existing policy landscape and conduct an initial analysis to understand costs, benefits, stakeholders, and constraints. For mass adoption of large-scale electric bus projects, they advice to take into consideration at least four components of which one is: formalizing and implementing a long-term infrastructure plan for large-scale electric bus fleets. How to Enable Electric bus Adoption in Cities Worldwide also describes how to categorized cities adopting electric buses with the help of five development stages, including policy readiness, quality and enhancement. It also give a key role to the transit agencies and bus operating entities.
